New EXPO Service – SENT Declaration in Poland

Transport through Poland leaves no room for administrative errors. With the extension of the obligation to declare transport to goods such as textiles, clothing, and footwear, the risk of fines of up to €4,600 has become a reality for a large number of transport companies. To ensure that transports through Poland run without delays and without the risk of high penalties, the EXPO team is introducing a specialized service – submission and amendment of SENT declarations on behalf of transport operators.

What is SENT?

Since its introduction in 2017, the electronic transport monitoring system in Poland (SENT) has been one of the strictest control mechanisms in Europe. SENT is a mandatory declaration system for all transport operators, regardless of whether they are registered within the EU or outside the European Union.

Under the regulation on the transport monitoring system, there is an obligation to declare the transport of certain types of goods (excise goods, hazardous cargo, waste, etc.) in the SENT system. As of March this year, the regulation has been expanded to include new categories of goods such as footwear, clothing, and textile products. When is SENT required?

Before submitting a SENT declaration, the transport company, in cooperation with the freight forwarder or the competent customs authority, must verify whether the goods are subject to the declaration obligation in accordance with the applicable customs nomenclature (CN code).

The notification of the transport of specific types of goods must be submitted in the SENT system before the transport begins, so that the competent authorities can monitor the movement of goods through Poland. The obligation to submit a SENT declaration applies to transit, import, export, and domestic transport of specific types of goods within the territory of Poland.

Responsibility for submitting the SENT declaration depends on the type of transport and may lie with the consignor, the carrier, or the consignee. The carrier must not start transport on the territory of Poland without a properly completed SENT declaration, regardless of who is responsible for submitting it. Penalties for failure to submit or for incorrect submission of a SENT declaration can amount to up to PLN 20,000 (approximately €4,600).

What is the difference between SENT and RMPD declarations?

Although both systems serve to monitor transport within the territory of Poland, the key difference lies in the type of goods being transported and the reason for declaring the transport. In practice, if you are transporting “sensitive” goods (such as footwear or chemicals), you are required to submit both declarations – SENT due to the goods, and RMPD due to the transport permit.
